This is a strip called The Other Coast (I don't recall if I've featured any of them here before ... I only discovered it in the past several months, although it apparently has been around since 2001). It is largely focused on a dog named Koko and his canine friends, but the cartoonist works other issues in from time to time and the occasional bird pops up. Such is the case in this strip from today in 2014:
