The legislation, by Representative John Maher, will be in the form of an amendment that will also make eating cats and dogs illegal and ban the release of exotic animals into the wild. SHARK has documented enormous unethical behavior, from Philadelphia Gun Club President Leo Holt *torturing wounded pigeons* to a *huge pile of dead and wounded birds* at the Wing Pointe canned hunting club. And let's not forget that putting a pigeon into a box and shooting them like clay targets is the definition of an unethical act.
