If all but 3 people on admins also take discuss (in one form or another) then very little will be lost.
However, since some (many) of us take discuss as a digest (it is way too noisy), important messages may be delayed. Is that important? If it is important perhaps the poster (if an admins person) could independently post to both lists (separate emails). That is a way around the filter.
As you know, I am an 'observer'... I almost never use either list preferring to use private email for any responses. So my opinion may not be as valid as a 'real' user ;-)
