The "Has truck will travel" list is from ASM (anyone with comment "hastruck" in their owner comment field), so someone entered him in. The wiki page I don't maintain either, but you could see who added him with the diffs. Mal Raff wrote:
Just had a pleasant visit with Gabe Hand. He is listed as having a truck for transport in the Wiki (under Equipment). In fact he does not have a truck...but he can volunteer his time to help. He mentioned that he thought Karen Watkins might have a truck....but someone should check with her to find out if she's willing to be listed as a resource.
