If they're on discuss but not in ASM someone needs to enter the email address with which they subscribed to discuss, into ASM as an owner record for them.
If they're in ASM as an owner but not on discuss and want wiki access, get them on discuss list first before a wiki is granted -- digest at the very least :)
If someone wants wiki access but doesn't want to be in ASM or on discuss, then tough, they don't get an account.
