
Well, my guess here will be, if they can't opt out of getting the action
emails, then people will drop off the discuss list altogether. In fact, I
know for sure one person will do so - she told me as much :)

Yes - they will. The original complaint was that people wanted discuss on digest due to volume, but wanted to receive messages about urgent issues (needing immediate action) right away -- so people were sending to admins AND discuss when we're all on both lists.
Action was meant to fill in that gap, for messages which can't wait for digest, but to allow us not to have to send multiple copies of emails to both lists, thus people receiving them twice (or more) per message.
