As far as I'm concerned, you can just reject any submission where the email address of the person is not in ASM. The mickaboo admins are supposed to create an ASM entry for pretty much everyone - fosters, adopters, surrenderers, volunteers, etc. If someone is connected to us enough to be on the discuss list, I'd prefer that they have at LEAST a name and email address in ASM. So, my criteria for discuss list is that anyone in the world can join it - as long as their name and email address are in ASM first. :) If someone wants to join and you can't find them in ASM, just email the admins group and ask if anyone knows them - and whoever says yes, remind them to enter folks into ASM.
