NEEDED: Foster care for sick young king pigeon?

this week, I rescued a what I thought was a white dove - but later turned out to be more like a white pigeon - from Crissy Field across the street.Apparently, from what one of our staff bird experts witnessed,

Hello- Like Mickaboo, MickaCoo is currently full up with 254 pigeons and doves in foster care. That is so easy to say but extremely hard, as we all know, to cope with. If a pigeon or dove is healthy, I can pretty safely route it to a cooperative shelter in order to buy time in the hopes that adoptions will eventually make an opening for the bird. But I've been asked for help by a woman who rescued what is most likely a young king pigeon whose condition is deteriorating. I'm going to do a welfare check this evening and deliver some meds and supplies and do what I can but what I can't do is take this bird into my foster care. So I'm posting here in case you or somebody you know might be willing to foster this sick bird. Here's the story from the rescuer- I work at the Exploratorium in San Francisco's Marina/Presidio area. Earlier there they
"released" a flock of white birds (possibly this group - who has done it before - http://www.dovesaflight.com/ ) and for several days after that event, the poor white pigeon/doves that were not able to get rounded up again - have been hanging out in Crissy Field, and being picked off easily by the native predatory birds here. Hawks have been snagging them like marshmallows. This bird is partially tame - certainly not meant to be in the wild, and it must have been injured in the release because it cannot get much loft off the ground beyond 3 feet. So, I brought it home (we have cats, so it is not likely I will be keeping it as a pet) and gave it Leferbers pellet parakeet food, a millet spray and water. The cage is not big, but I have brought the bird out daily to stretched and flap around. HOWEVER, as of yesterday, it started this strange non-stop choo-choo train breathing thing. Poor thing is exhausted by it, I checked it's neck to see if food was stuck in there, and didn't find anything. The bird has hardly pooped in the 2 days it has been with me. The inside of the beak is fine (no mucus or sore or anything extraordinary) and it appears to be healthy except for this non-stop wheezing pant with every breath.
