It sounds like she needs to see an avian vet. Is it a feral (wild) pigeon? If so, WildCare or Wildlife Rescue of Silicon Valley or Dr. Speer in Oakley or Montclair Vet Hospital in Oakland would be potential resources for getting it help. Also- I HIGHLY recommend Pigeon Talk webgroup (
www.pigeons.biz/forums) as a resource for locating a private rescuer who might have the bandwidth to help. (When you post there, please mention that MickaCoo referred you or they'll just refer you back to us.)
Unfortunately, MickaCoo is completely overwhelmed right now and swamped with domestic pigeons and doves and on the verge of having to implement a moratorium against intakes until more adoptions and more volunteer assistance can be developed.
I'm really sorry not to be able to offer better news.
