It's called crested and they can be any breed.

There's a duck like that at the Harvest Home Animal Sanctuary aviary in Stockton.  His name is Don King and the rescued king pigeons that they adopted were very attracted to him.  I was told the breed's name but have forgotten (crested?).  Apparently breeding them that way also creates a very soft spot (or sometimes even a hole) in their skull.  People.
