Subject: [Mickaboo Discuss] Rescue Mission

We received an email with the following information. Is there anyone who would be willing to work with this volunteer - preferably someone with some proficiency in Spanish - to talk to the family? Roof rats are very common in ivy in San Jose, so the concern is a real one.
This would need a tactful approach, of course.
I need some advice about some birds that do not appear to be in a great situation. I noticed them earlier this year. They are located in two cages in the side yard of a house on Lincoln Avenue in San Jose attached to a fence covered in ivy. It turns out that there are two cages, one with a dove and one with three cockatiels. They have minimal shelter from the
elements (and no protection from anything in the ivy), and so I contacted animal control. They took the information and told me they would send someone out "eventually" since as they explained to me, the animals weren't in immediate danger or creating a dangerous situation.
Several months went by and one day the birds and their cages were removed from the fence. I had hoped this was good news, but several weeks later, the cages (and presumably the birds), were repositioned down the fence, almost out of view from the street.
I don't know what to do. The home appears to be occupied by an Hispanic family. I would offer to adopt the cockatiels (I realistically would need help with the dove), but I have no idea if the family even thinks this is a bad situation or wants to give the birds up. I do not speak Spanish and am not sure if there could be a language/cultural barrier if I were to approach them directly, and if it didn't go well, then what?!
Do you have any suggestions on how to try and help these birds? I would greatly appreciate it as I worry about them constantly! Thank you.
