I'm not replying in an official capacity. As a jane doe I would have these questions:
1- how will the surrendered birds live out their lives? As pets or breeders or?
2- to their first bullet point - what happens if afa cannot find a new home and the surrenderer cannot take the bird back?
3-does the offer extend to the wild parrots of telegraph hill?
4-what about birds who are anonymously surrendered (left at spca's doorstep, so to speak)? or found at a park, backyard, etc?
5-4th bullet point - does 'animal agency' mean the spca (1st bullet point)? Do they have bird experts now?
6- second-to-last bullet point -- what are the 'other alternatives'?

I gave Mary Ellen LePage my email at the last Commission meeting because she
was requesting a contact to send us her "solution" to the homeless bird
problem. Attached is her document and I would very much like your feedback.
Note that this proposal is to substitute for a ban and that AFA members
include breeders. I am not sure why she talks about the SPCA and not ACC.
She may not be clear about those details.
