The process is as follows. Our Commission makes a recommendation to
the Board. It is then up to one or more Commissioners to shop it
around to the Sups to find a sponsor. In the same way that on of us
has to take on an item for it to get on our agenda. It took me months
to get a Sup to sponsor a resolution encouraging restaurants to use
cage-free eggs. Every other supervisor i approached said they would
support and they all did eventually vote for it. Once sponsored
however it was an up or down vote along with other resolutions and it
passed. An ordinance is different. It will go to a sub-committee of
the Sups as well as the City Attorney. A sub-committee consists of
three Supervisors. They have hearings about the item and make a
recommendation to the full Board. If all three approve usually the
full Board votes in favor. It then has to be signed by the Mayor. The
Mayor can either sign or not. If he doesn't the Board need a 2/3 vote
to over ride.
