
An otrs queue may work. Not so much asm imho - cuz we would likely not get all the info asm wants.

I think that ASM has the advantage of otherwise being the repository of
choice and allowing counts (in new version) and because we can run batched
queries against it (not sure if we can with OTRS). OTRS is less work because
it's not adding any new data, just moving tickets into a different queue.
Whichever, I just think that it behooves us to begin recording the
non-intakes where they can be statistically referenced later.

For a "couldn't intake" ASM entry I'd be fine only getting superficial
animal info. Wouldn't take much and would be great to track.
