Interesting how their help is offered contingent on the continued sale of birds.  So, if bird sales are banned, all these exotic homeless birds that need help can go screw themselves (my words).
 
Question:  Do dog and cat breeders acknowledge that there is a dog and cat overpopulation problem?  (Sidebar- If you asked the 40 million "surplus" dogs and cats that are being euthanized each year in this country, I bet they'd say there's a problem.)

This is just a loooong way of saying "forget about the ban, let US take all of the birds and we'll handle it because we know about birds".
We are supposed to assume that because the AFA members are AFA members they will know how to properly care for a bird.
I would rather take my chances w/ the SF public.  Honestly.  
If it's either this option or keeping things the way they are, let's please try to keep things the way they are.  The average SF citizen may initially know less about birds BUT will also have less interest in using these poor hard luck birds for profit.  That can only mean more tragedy for them.

Attached is her document and I would very much like your feedback. Note that this proposal is to substitute for a ban and that AFA members include breeders. I am not sure why she talks about the SPCA and not ACC. She may not be clear about those details.
