Ok, you want to do two things with a tagline (or "motto").  You want to grab the public (a hook) and you want to rally the loyal troops.  If it's very long, it's not a motto, it's a sermon.  (Especially since our name is now longer.)  If it isn't clear, why bother?  If it doesn't grab people's attention AND their hearts immediately, it's just taking up paper.  This isn't a vision statement or an agenda -- it should be a statement of the obvious.

I vote for Nancy's recommendation,  Saving the world one bird at a time.

but here are some of the other suggestions:
Saving all the birds we can.
Doing everything we can for every companion bird - large or small.
Large or small--doing everything we can to save them all.
There is no parrot too large or too small - we are dedicated to helping them all.
Where even the smallest birds get big second chances.
Improving lives, one bird at a time.
Saving lives, one bird at a time.
